Fix flaky testCustomBarsWithNegativeValuesInLogScale. DygraphLayout._calcYNormal(axis, NaN, logscale) initially returns NaN, but after it gets jitted it starts returning Infinity. Some of the downstream code doesn't handle this eventuality.

Add jQuery to jsTestDriver.conf (fixes broken tests under JSTD)

Modifying the numericTicks algorithm to include the last 'nice' tick
(either at range end or just past it).

This has the effect of making a (grid lines, axis label) pair always
show up together or not at all. Previously it was possible to get a
label but no gridline at the edge of the chart.

Cleanup from DataHandler change.

Highlights:
- Move from the string-based DataHandler registration system to plain
  old JS symbols. This gets us some extra sanity checking from the
  JS interpretor and linter.
- Standardize module pattern and indentation across datahandler/*.js.
- Document dataHandler option.

Datahandler and Unified Data Format

This commit unifies the various data formats used by dygraphs (error
bars, custom bars, fractions, simple numbers) into a single, canonical
format. It also allows users to create their own data formats.
