Not much to say about the article; the comments, though, are another story. Don’t really want to organize my points well, and definitely not interested in online word battles, so I’m just posting them here.

So many things wrong in just one sentence.
- A lot of mathematics is communicated via standard (or de facto standard) notations; even when the grammar is not correct the idea is often understandable. In contrast, get some language professors to read some mathematics research papers. I bet you a nickel they don’t get shit.
- A society consists of many people, each with different roles. Suppose a mathematician wants to spread some idea, but he has terrible language skills. He can simply find another person who can understand him and is better at languages to help him.
- HKDSE Chinese exams consist of not only the use of the language, but also the analysis and appreciation of literature, and the composition of fictional stories. Contrast with HKALE Use of English. (I have not actually looked at Use of English past papers or syllabuses; this statement is made on the assumption that the subject was called “Use of English” and not “English” for a logical reason.)

There are many types of engineers, not all of them have to submit very well-written (in terms of language use) reports to their bosses. For some jobs it may be more important to be able to draw accurate diagrams, as long as the language is understandable. Cf. point 2 above – a company consists of many people.

Except the use of languages (esp. Chinese) is not the main point of the HKDSE exams – see point 3 above.
